The House transportation budget focuses more on ferries, coastal dredging and ports and airports, while the Senate budget emphasizes repairing and replacing aging bridges.

The breakdown comes just three days before the Texas Legislature is set to adjourn until 2019.

"The majority of Texans do not think that a bathroom bill is a priority", Chuck Smith, Equality Texas CEO, said.

Although the Republican-lead American Health Care Act passed the House of Representatives, its chances in the Senate are rather slim.

A sweeping new anti-abortion bill in Texas that includes a provision already blocked by federal courts is heading to Republican Gov. Greg Abbott. He said Texas must address student "privacy, safety and security" but didn't say how far a bill must go - including whether it must require transgender people to use bathrooms that correspond with the sex on their birth certificate.

The Senate bill must appease Cassidy and Collins as well as senators like Rand Paul, R-Kentucky, who object to the tax credit structure in general. Many states have balked at such bills after North Carolina was thrust into political and economic upheaval over its law, which was partially repealed in March.

The House let the issue languish for months, then approved on Sunday a more-modest version applying only to schools.

The Texas House on May 20 approved legislation that would require local governments to announce a "no-new-revenue" property tax rate each year and compare it to the rate they're actually proposing.

Abbott, a social conservative presiding over his last legislative session before he faces re-election in 2018, has gone against his Republican peers by calling for such a law.

The bill would also require the burial or creation of fetal remains — a requirement that a federal judge has already blocked in Texas after the state health rules were changed at Abbott's behest past year.

But Abbott has become vocal in the final weeks of Texas' legislative session.

Patrick put the blame on Republican House Speaker Joe Straus, a business-friendly moderate who has rebuked calls for the bill targeting transgender people all session.

"If the Senate wants to pass a 'bathroom bill, ' it can concur with the bill we passed earlier week", Straus told reporters during a Friday news conference. Who should compromise in the future or in the event of a special session?

The House budget proposal will reflect a "good balance of continuing tax reform and tax reduction with making sure that we're meeting the needs of our citizens", said Rep. Nelson Dollar, a Cary Republican and the House's senior budget writer. Two years after Texas almost tripled state spending on patrolling the U.S. -Mexico border, and railed against then-President Barack Obama over the need to do so, Republicans are not letting up despite President Donald Trump's vow to build a wall between the two countries.
