The sessions court on Tuesday declared alleged global druglord Vicky Goswami and actor Mamta Kulkarni, both prime accused in the Rs 2,000 crore drug bust case, as proclaimed offenders. A warrant under Section 82 of the Criminal Procedure Code (CrPC) was also issued by the court. In January this year, Vicky Goswami was extradited from Kenya to U.S. by the Drug Enforcement Administration (DEA) on charges of dealing with drugs. A special NDPS court on Tuesday declared the duo as proclaimed offenders. If the couple continues to elude the police, the police can, after securing court permission, auction their property.The police can also file a chargesheet against the duo and eventually issue a Red Corner Notice (RCN).

On April 13, 2016, the police arrested two drug peddlers, Sagar Suresh Powale and Mayur Suresh Sukhdare, with Ephedrine worth Rs 12 lakh and later busted a racket worth Rs 2,000 crore at a factory in Solapur.

"We might issue Letter Rogatory or invoke the Mutual Legal Assistance Treaty provisions so that they can be extradited to India", the officer added. Investigations revealed the involvement of Goswami and Kenya-based global drug mafia in the racket. Goswami was put behind the bars in a Dubai jail for illegal drug trafficking in 1997.

Goswami's story in no less than a Bollywood thriller. Thane police had raided Avon Lifesciences in Solapur a year ago and seized around 18.5 tonne of ephedrine worth Rs 2,000 crore.

March 27: A Non-bailable warrant was issued by the Thane sessions court against Kulkarni and the global drug lord, Vicky Goswami. Post which, Manoj Jain who is the Director of Avon Lifesciences and 16 others along with him including Mamta Kulkarni and her husband were booked for smuggling.
