Russian President Vladimir Putin has hosted Saudi King Salman for talks at the Kremlin, in the first official visit to Russia by a reigning Saudi monarch.

The King was greeted in Kremlin by Russian President Vladimir Putin. Parties to the agreement between members of the Organization of Petroleum Exporting Countries and non-member states already agreed this year to extend it into March 2018.

Salman arrived in Moscow along with Energy Minister Khalid al-Falih, Foreign Minister Adel al-Jubeir and Minister of State Musaed al-Aiban.

While Russia and Saudi Arabia are now allies on the global oil market, they are on the opposite sides in the Syria conflict, with Moscow supporting the regime of President Bashar al-Assad and Riyadh backing the opposition.

Moreover, according to the Kommersant newspaper, Russian Federation will propose selling Saudi Arabia its latest anti-air S-400 Triumf missiles, a deal which could go up to $3 billion.

"It has breathed back life into OPEC which found itself, quite frankly, unable to swing its production as supply was persistently high in 2014 and global inventories were steadily rising ahead of demand", he said at the Russia-Saudi investment forum in Moscow. Pointing to output from US shale basins, the minister said any acceleration should more or less keep pace with demand.

Russian Federation and Saudi Arabia have been on opposing sides in the Syrian conflict, as Moscow supports the Assad regime, whereas Riyadh has openly supported the opposition.

He said Russian Federation advocates constructive, predictable and mutually beneficial cooperation based on the principles of equality, mutual respect, respect of national interests and non-interference in each other's internal affairs.

King Salman said Saudi-Russian relations were characterized by similar views on many regional and worldwide problems.

"The two have been coordinating their efforts to cap oil outputs and therefore boost the price of energy, but of course there is the changing political structure of the Middle East too", he said.

Additionally, Russia's state atomic corporation Rosatom and the Saudi Energy Ministry signed a nuclear energy cooperation accord.

Saudi Arabia has agreed to invest $1bn in Russian energy projects, while Russian petrochemicals giant Sibur will build a plant in Saudi Arabia in a separate $1.1bn agreement.
