One of the people said Trump was angry that Kelly did not bring the Porter allegations to him sooner.

A number of lawmakers criticized Kelly, and a leading women's group called for the chief of staff to resign.

Porter's defenders say Kelly didn't know the full details because Porter's background check was never completed. As I went through the process, it involves looking at not just accusations but denials. It remains an open question whether the White House counsel's office knew.

"President Trump's framework would end the visa lottery program and reallocate some of the visas to help reduce backlog of high-skilled, employment-based immigrant cases", the White House said. He served as a clearinghouse for paperwork coming in or out of the Oval Office, and he was an important influence on policy in his own right. This puts him on the same level as Jared Kushner, who sits in on similar briefings without a clearance that has been denied him because of mounting evidence that Kushner has been panhandling the finer dachas for years now.

"Rob misled everyone", the official said.

Jennifer Willoughby told NBC Nightly News that during an interview with the Federal Bureau of Investigation about her former husband's security clearance, she brought proof of his abuse. "But this is further evidence of a nonexistent vetting process".

As Senate Republican and Democratic leaders announced a spending deal on Wednesday that includes several White House priorities, senior aides in the West Wing spent much of the day holed up in meetings about allegations Porter abused his two ex-wives.

An acting staff secretary will be named soon, he said.

Ms Willoughby, a motivational speaker, told the Daily Mail she was married to Mr Porter from 2009-13.

United States 'shamelessly threatening Russian Federation with atomic weapon', says Iran's Rouhani
But critics of the low-yield weapons say they blur the line between nuclear and non-nuclear weapons, making their use more likely. The Trump nuclear doctrine breaks with Obama's in ending his push to reduce the role of nuclear weapons in US defense policy.

Porter's second wife, Jennie Willoughby, received a temporary emergency protective order in Arlington in June 2010 after saying he refused to leave her residence, in violation of their separation agreement.

The Daily Mail published a copy of the order. Colbie Holderness told the outlet that Porter choked and punched her during their marriage.

Porter has vehemently denied the allegations against him. In a statement, he said he had taken the pictures that Holderness provided to The Intercept and that "the reality behind them is nowhere close to what is being described". "Porter was allowed to remain in his position", he said. "I accepted his resignation earlier today, and will ensure a swift and orderly transition".

Both of Porter's ex-wives have detailed the nature of the abuse they said they suffered at Porter's hands and said they informed the Federal Bureau of Investigation.

Kelly issued a statement calling Porter "a man of true integrity and honor".

"He is a friend, a confidant and a trusted professional", Kelly said.

But on Wednesday, she popped up again in another scandalous news story.

But instead of axing Porter from the White House staff, Kelly oversaw his elevation to a higher post. He nearly always accompanies the president when he travels, and frequently can be seen near Trump as he boards Marine One and Air Force One. Trump complained to aides that the chief of staff had portrayed him as a child who had to be managed, a contention that particularly irked the president in the wake of the way he was portrayed in the recent Michael Wolff book, "Fire and Fury".

His first spouse, Ms Holderness, said the White House aide had been verbally and physically abusive.
