The comments indicate that the summit - the first involving a sitting U.S. President and a North Korean leader - has been greenlit and likely to go ahead.

National security adviser John Bolton, who was due to meet his South Korean counterpart Chung Eui-yong in Washington on Friday, called the Times report "utter nonsense". Asian stocks climbed almost 4 percent on Monday on renewed hopes the US automaker industry would be rescued, strengthening willingness to take risks and knocking the USA dollar to a two-month low against the euro.

The Times report, which cited several unidentified officials briefed on the deliberations, said reduced troop levels were not meant to be a bargaining chip in Trump's upcoming summit with Kim.

U.S. President Donald Trump says the time and place for his landmark meeting with North Korean leader Kim Jong Un has been set, although he declined to reveal the details. "As I said yesterday, stay tuned", Trump said, referring to an earlier tweet on the issue that has also weighed on U.S.

Bolton's repudiation came a day after a New York Times article reported that Trump was looking for options to scale back the number of US troops in South Korea.

Details of those agreements will be finalised in the next 30 days, the White House said in a statement . The US on Monday confirmed that South Korea was granted a permanent exemption .

The news agency said resynchronizing North and South Korean time was "the first practical step" since the summit "to speed up the process for the north and the south to become one and turn their different and separated things into the same and single ones".

KCNA earlier said Kim proposed returning North Korea to the South's time zone because it was "a painful wrench to see two clocks indicating Pyongyang and Seoul times hanging on a wall of the summit venue".

In February, ICAO's Asia and Pacific regional office in Bangkok received a letter from North Korea's civil aviation administration asking to establish new air routes between the Pyongyang flight information region (FIR) and South Korea's Incheon FIR.

"We now have a date and we have a location, we'll be announcing it soon", Mr Trump told United States journalists outside the White House on Friday, adding that he was expecting "very, very good things" to come out it.

On Thursday, Vice President Mike Pence postponed a planned trip to Brazil at the end of May to free up resources for Trump's meeting with Kim.
