Graham recalled McCain's 2008 concession speech as one of the most memorable moments of his long career.

"The source of the report is me, his political wingman, code name "Old Jerk" - you've all got your names and earned them like I did - who was lucky enough to walk in his shadow and witness history up close", Graham said.

"If the president put out a flowery statement about John McCain's life, the media would criticize it and say it's not consistent with the other things he's said in the past, and it would become a story about the president", Short said during an appearance on CNN.

As the Senate churned though business Tuesday, McCain's death sat very much at the center of proceedings and at the front of his colleagues' minds.

As a reminder of McCain's absence, his desk in the Senate chamber remained empty, covered in a black cloth topped with a vase of white roses.

Fitzgerald marked McCain's death on Saturday with a nice remembrance on Twitter: "Rest in peace to an American hero, statesman, servant of the people, and dear friend".

"I'm going to bring mine", Graham said.

Earlier in the day, a stone-faced Trump sat mute as reporters at several photo sessions invited him to comment on McCain. Capitol, where he served two terms in the House and six terms in the Senate, remained at half staff on Monday morning.

"You know Richard Russell was ... from the South, and I'm sure not flawless like George Washington and everybody else in his days, but he was a well-respected senator", said Republican Sen.

Graham listed some of his favorite jokes from McCain, known for speaking his mind.

McConnell, a Republican, said Tuesday that he will form a bipartisan committee to determine a fitting tribute for the Arizona Republican. The nicknames - like "Little Jerk" - McCain had for his colleagues.

Mr Trump said vice president Mike Pence would speak at a remembrance ceremony on Friday at the US Capitol.

Instead, Graham mentioned his mentor's failed attempts at immigration reform, his belief in climate change and compromise.

"Humiliation and affection were constant companions", Graham said. "And now I am going to do this".

Fitzgerald has spent his entire 13-year National Football League career with the Cardinals, and in that time became an admirer and friend of McCain; last Christmas, he penned a piece for Sports Illustrated explaining why he so greatly admires the statesman.

"It's his right to feel however he likes", Graham said of Trump.
