Storm surge and freshwater flooding from rainfall could become life-threatening risks, especially from SC through the mid-Atlantic. Tropical storms generate winds between 39 and 73 miles per hour, just below hurricane force.

Hurricane Helene, was spinning in the Atlantic off West Africa's Cape Verde islands with 85-mph (140-kph) winds on Monday, but did not appear to pose an immediate threat to land.

Florence continued its west-northwest crawl toward the southeastern USA coast, packing maximum sustained winds of 90 miles per hour. A turn toward the northwest is forecast to occur on the night of September 12, the NHC said.

Florence was producing large swells expected to reach from the northern Caribbean to the southern coasts of Canada's Maritime provinces.

A mandatory evacuation was ordered for residents of Hatteras Island and some other areas of Dare County in North Carolina.

The governors of North and SC and Virginia have all declared states of emergency ahead of the approaching storm.

NASA's Aqua satellite caught Hurricane Florence developing an eye Sunday as the storm ramped up its intensity.

Virginia Governor Ralph Northam's office described Florence as possibly the state's "most significant hurricane event in decades", and warned of "catastrophic inland flooding, high winds and possible widespread power outages".

The Atlantic hurricane season, which typically runs from June to November, caused more than $250 billion worth of damage in the United States in 2017. "Storm Surge and Hurricane watches could be issued for portions of these areas by Tuesday (Sept. 11) morning", said the NHC in the update.

If or when hurricane Florence does make it to the US coastline it could do so as a major hurricane, as intensity forecasts show Florence reaching a higher storm category again. "For perspective, that's nearly *double* the previous all-time record for an East Coast hurricane".

Southeastern North Carolina remains in the middle of the storm's "cone of uncertainty", with the cone extending from roughly Hilton Head, S.C., in the south to the Chesapeake Bay in the north.

Since reliable record-keeping began more than 150 years ago, North Carolina has only been hit by one Category 4 hurricane: Hazel, with 130 miles per hour winds in 1954.

Hurricane Florence is intensifying and expected to transform into a major hurricane as it barrels toward the southeastern US coast, where forecasters expect a life-threatening storm surge, major flooding and damaging winds this week.

"With Hurricane Florence on its way, we determined that this is the safest decision", wrote Michael Glassner of the Trump Campaign in a statement. Gov. Roy Cooper declared North Carolina under a state of emergency last Friday.
