As indicated by the National Hurricane Center (NHC), tropical Hurricane Florence, a Category 4 storm with 140 miles per hour winds, is required to make landfall somewhere close to North Carolina, South Carolina, and the Mid-Atlantic states on Thursday night or Friday morning.

An estimated 250,000 more people from the northern Outer Banks were due to be sent to higher ground starting Tuesday at midday. The state's emergency management agency said it is "preparing for the possibility of a large-scale disaster".

For many people, the challenge could be finding a safe refuge: If Florence slows to a crawl just off the coast, it could bring torrential rains to the Appalachian mountains and as far away as West Virginia, causing flash floods, mudslides and other unsafe conditions.

"Isaac is a small hurricane and uncertainty in the forecast is greater than normal", the National Hurricane Center reported Monday at 11 a.m. Though the storm has undergone some weakening, it still packs sustained winds of 95 km/h, and is expected to drop in excess of 250 mm of rain, raising concerns for flash flooding and landslides.

That said, much of the long-term forecast for Isaac was uncertain, the National Hurricane Center said Tuesday.

At 5 p.m., the storm was centered 785 miles (1,260 km) southeast of Cape Fear, North Carolina, moving at 17 mph (28 kph). The storm has nothing to weaken it in it's path until it reaches landfall.

Hurricanes Florence, Isaac and Helene are all gaining strength as they churn through warm waters in the Atlantic Ocean towards eastern USA states and Caribbean islands.

North Carolina Governor Roy Cooper's office said that Florence is already being felt along the state's coast, with large sea swells resulting in life-threatening rip currents and surf.

"As this weather system moves westward across the tropics, warm ocean air rises into the storm, forming an area of low pressure underneath", the NOAA adds. And Florence and Mangkhut aren't alone as they compete to be the biggest storms on the planet; a staggering nine tropical systems are circling the globe right now, forming a band that stretches from the South China Sea to the central Atlantic.

President Donald Trump declared states of emergency for North and SC and Virginia, opening the way for federal aid.

Over in the Pacific, this storm is still moving toward Hawaii, where tropical storm warnings and watches have been issued, the hurricane center said.

"Interests along the US East Coast, particularly Florida through North Carolina, should closely monitor the progress of Florence, ensure they have their hurricane plan in place and follow any advice given by local officials", the NHC said.

The storm is forecast to continue towards the United States, and approach the southeastern coast by Thursday.

Forecasters warn that the predicted track will likely change - but for now, it shows the strong hurricane bearing down on the North Carolina coast, with a potential landfall north of Wilmington. She said her house, built in 2009 in Buxton, North Carolina, is on a ridge and built to withstand a hurricane.
