The sheriff leading the investigation blamed California's sanctuary law for preventing local authorities from reporting Gustavo Perez Arriaga to US immigration officials for two previous drunken driving arrests.

The announcement of arrests comes after a statewide manhunt for the suspect accused of killing Singh the day after Christmas. Christianson first announced Thursday that the suspect was an undocumented immigrant. If he had been deported, the sheriff said, Singh would still be alive. The 33-year-old Singh, an immigrant from Fiji, leaves behind a devastated wife and 5-month old son, as well as members of the law enforcement community who are distraught over the loss.

The suspect, Gustavo Perez Arriaga, fled after shooting Newman police Cpl. "He believed in this community", the chief said at a community vigil Friday night honoring the officer. Referring to the arrest, he said, "I was waiting for this to happen".

"We can't ignore the fact that this could've been preventable", he said, adding that California Senate Bill 54 - which became law a year ago - prohibited his department "from sharing any information with ICE about this criminal gang member". Both men also were in the country illegally, he said.

"The law, in fact, does allow that and precisely enables local law enforcement officials to work with ICE when targeting criminals and gang members in particular", said Cohen, an ABC News contributor.
