Moments after threatening a nuclear arms race with Russia, Trump explained how he believes his 2016 election saved the world.

In his latest State of the Union address, the USA president called his relationship with North Korea "a good one" and said his latest attempts to initiate talks were "part of a bold new diplomacy".

"Our hostages have come home, nuclear testing has stopped, and there has not been a missile launch in more than 15 months", Trump said.

Trump then offered his theory that the election of Hillary Clinton would've resulted in war between the nuclear powers.

Delivering his annual State of the Union address to Congress after being politically battered by a partial government shutdown, Trump hailed his diplomacy with North Korea and seized on the drama of the setting to reveal his long-planned second summit with leader Kim Jong Un.

Kim Jong Un's move could therefore help him consolidate bilateral relations and also learn from Vietnam's economic transformation.

Iraq's President Barham Saleh has rebuked Donald Trump over his comments that he wanted to maintain a U.S. military presence there to watch Iran. It's hosted high-level global gatherings before, including a World Economic Forum meeting in Hanoi in September and an Asia-Pacific Economic Cooperation summit in Da Nang in 2017, which was attended by world leaders including Trump.

Touting good relationship with the North Korean leader, Trump said that progress has been made in his administration's efforts to achieve peace on the Korean peninsula.

The U.S. Embassy in Vietnam said it did not have anything to announce regarding the summit.

In the US view, North Korea has yet to take concrete steps to give up its nuclear weapons.

The Korean War ended with an armistice rather than a peace treaty.

"If the USA hopes to reach an agreement, a denuclearization road map that goes beyond the Yongbyon nuclear complex, it needs to show more flexibility in sanctions relief for the North's active engagement in making progress in denuclearization measures", said Cheong Seong-Chang, a senior researcher at the Sejong Institute.
