US President Donald Trump's tax returns must be given to House Democrats by 23 April, a committee chair has said.

Miller, a former congressional aide whose title is senior policy adviser, has played a central role in the Trump administration's aggressive and controversial immigration policies since its earliest days - helping to orchestrate the 2017 executive order that barred travelers from seven countries and suspended refugee admissions. The proposal, she said, is not an "ideal solution" but one that could be implemented if Democrats refuse to negotiate with Trump on border security.

Mnuchin, who has consulted with the White House and Department of Justice about Trump's tax returns, said earlier this week that Neal's request raised concerns about the scope of the committee's authority, privacy protections for USA taxpayers and the legislative objective of lawmakers in seeking the documents.

Treasury Secretary Steven Mnuchin said on April 13 that Neal was "just picking arbitrary dates" in setting deadlines. Under the law, the IRS commissioner is required to provide access to any taxpayer's returns when directed by the chairmen of the House or Senate tax-writing committees.

The Department of Homeland Security has said that Congress has not appropriated any money to transport the migrants from the border to far-flung sanctuary cities across the US, while the Immigration and Custom Enforcement agency has called the idea an "unnecessary operational burden".

"I am aware that concerns have been raised regarding my request and the authority of the committee", Neal wrote.

Mnuchin said that Treasury lawyers were studying the lawfulness of the request with the Justice Department.

Trump broke from a decades-old custom of presidents releasing their tax returns, arguing that he can not do so as the IRS is conducting an audit.

"Certainly, we're looking at all options", Sanders said during an appearance on "Fox News Sunday".

Nadler said the move was "exactly contrary" to the President's key duty to execute the law. "If you fail to comply, your failure will be interpreted as a denial of my request".

Cracking down on illegal immigration has been a central theme of the Trump presidency, and in his interview with NPR, Gidley said Trump is trying to make good on that promise through the sanctuary cities plan. He has asked for six years of Mr Trump's personal and business returns.

"The Committee's request raises serious issues concerning the constitutional scope of congressional investigative authority, the legitimacy of the asserted legislative goal, and the constitutional rights of American citizens", Mnuchin writes.
